STEPS TO REPRODUCE
1. Change settings to open new documents in a tab.
2. double click a pdf file in explorer, then another.

OBSERVED RESULT

Each file is opened in a new window

EXPECTED RESULT

Files should be opened in a new tab in the existing open window. It works when doing it via file, open, but not via double clicking on an associated file in Explorer.
