CONDITION
Settings>Configure Kate...>Appearance>Borders>Scrollbars visibility: Always on

STEPS TO REPRODUCE
1.  open a long document in Kate

OBSERVED RESULT
there is no highlighted part of the scrollbar on the right
(the highlighted part of the scrollbar will appear if I move the mouse over the scrollbar or by pressing the top/bottom-arrow keys; in the editor Geany the highlighted part of the scrollbar is always visible)

EXPECTED RESULT
there should be a highlighted part of the scrollbar on the right

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Lubuntu 22.04.1
LXQt: 0.17.1 
Kate: Version 21.12.3

REMARK
What about to add in the Preferences something like 'show always highlighted part of the scrollbar' with a checkbox?

I can't reproduce the issue in Lubuntu 22.10, in Kate 22.08.2, so the issue seems to be fixed.
