Ability to adjust mouse pointer settings for accessibility including options such as
- Cursor Size
- Point speed
- Primary Button
- Scrolling 

- Mouse Keys - Ability to control cursor through keyboard (Using Numpad) and options related to that feature

We already have all these features:
- Cursor size is on the Cursors page
- Pointer speed, Primary Button, and Scrolling are on the Mouse and Touchpad pages

Is the issue that you had a hard time finding them? Where were you looking, and what methods did you use to attempt to find them?

This is related to Bug 462232.  This is about organizing relevant features or providing links to relevant features under accessibility so that someone with disability could quickly set things up according to their needs all in one place.
