SUMMARY
When a window is set to be 'kept on top', the full-screen effect when a window is dragged to the top of the screen (indicating that the window will be resized to fit the entire screen) goes over the top of the 'kept on top' window, which seems odd

STEPS TO REPRODUCE
1. Make a window 'kept on top' (you may need to edit your title bar buttons)
2. drag a different window to the top of the screen, so the fullscreen effect appears
3. Notice that the effect shows that the window will overlap the 'kept on top' window, but in reality, it won't.

OBSERVED RESULT
The effect overlaps the window in a way that the window does not/

EXPECTED RESULT
The effect should appear underneath the kept on top window, showing that it will continue to stay on top when the current window is expanded

Moved windows are not elevated anymore.
