STEPS TO REPRODUCE
1. go to the settings menu, appearance, colours
2. change the color theme
3. watch the plasma panel, kickoff, et cetera

OBSERVED RESULT
the plasma panel shortly gets transparent without the blur

EXPECTED RESULT
the plasma panel changes the color without changing the translucency

Are you using the Wayland session of X11? I can't reproduce myself on Wayland. Any chance you would attach a screen recording that shows the issue happening?

Aha, I see what you mean. Thanks for the videos, those help!

This is a KWin thing; moving there. I'm not sure if we can fix it though.
