STEPS TO REPRODUCE
1. Open Dolphin
2. Go to a folder with pictures (on my local device)
3. Hit F11

OBSERVED RESULT : Nothing, the preview column doesn't show

Are you talking about dolphin or a Open/Save file dialog ?

In dolphin, previews are in the information panel.

Can you specify your distro and version used ?
