STEPS TO REPRODUCE
1. system settings
2. apperance
3. window decoration
4. titlebar buttons
5. check `close window by double clicking the menu icon`

OBSERVED RESULT
by double clicking the menu icon nothing happen

EXPECTED RESULT
should close the window

Are you using Wayland:? Possibly duplicate  of bug 457424

Oh sorry for miss understanding I fond the `menu` icon under the name of `more actions for this window` I thought it's `application menu`

closing this issue.
