Bug 462030

Summary: My color wheel is completely broken, and has been for months now. I've tried everything from restarting my laptop, to uninstalling and re-installing, and updating. I even tried configuring it in my menu. It's stuck as some high contrast pallet.

The problem is the colorspace of your image: it's XYZ instead of RGB and CMYK. And since Krita remembers this choice when creating a new image, it sounds like you've been working in XYZ for quite some time.
