SUMMARY
When trying to open a PDF file (by clicking on it) in a folder whose name starts with "#" on a USB thumbdrive, it will instead open and display images that are on the same thumbdrive (tried with .jpeg and .jpg). The same PDF can be open normally in the "file/open" menu.

STEPS TO REPRODUCE
1. Create a new folder on a USB drive and name it #
2. Place a PDF file in this folder and a few JPG files anywhere on the same thumbdrive
3. Open the PDF by clicking on it

OBSERVED RESULT
The images are displayed

EXPECTED RESULT
The PDF should be displayed

SOFTWARE/OS VERSIONS

Windows 11 Professional, Version 21H2 (build 22000.1098)
(Okular's bug report window indicates Windows 10 Version 2009 (x86_64). I don't know if it's relevant)
