SUMMARY
Icons in Quick Launch widget do not follow the icon size for Panels set in SystemSettings.
Meanwhile Icon widgets do follow that size setting, which looks bad when both widgets are placed next to each other.

STEPS TO REPRODUCE
1. Set icon size to 48px in SystemSettings.
2. Set panel's height to 22px.
3. Add Quick Launch widget and Icon widget to the panel.

OBSERVED RESULT
Quick Launch icons are smaller (16px) than Icon's widgets (fit to panel's size, 22px).

EXPECTED RESULT
Quick Launch widget should follow SystemSettings icons size for Panels.
Quick Launch icons should be the same size as Icon widgets.

Panel icon size has been deleted in System Settings for Plasma 5.27 precisely to prevent this confusion, because it doesn't actually do anything. anymore.

The divergent icon sizes is a legitimate issue though.
