SUMMARY
When you edit the amount of swatch rows for a particular palette, the amount of rows revert after restart.

STEPS TO REPRODUCE
1. Create new palette.
2. Edit the amount of rows.
3. Save.
4. Restart Krita.

OBSERVED RESULT
There is no change to the palette. The problem also occurs when editing default palettes.

EXPECTED RESULT
The amount of rows should be saved.

ADDITIONAL INFORMATION
What is the purpose of the "Storage location" dropdown in the Edit Palette dialog? Seems to do nothing.

This is a regression of 5.0.0.

Storage location shows whether the palette is in the document or not.
