Currently, we have no way to customize the opacity of the panel when using the Breeze Plasma theme. This means that the only option we could provide is to make it fully transparent, which would obviously completely break usability in the vast majority of wallpapers. If the user wants to have a very specific setup where a fully transparent panel will not result in broken usability, e.g. using a particular wallpaper, then they should also be able to download (or make) a Plasma Theme with completely transparent panels. I understand, it works perfectly for icon only dock style, no matter which background. Just thought it might help some people transition from latte-dock.
