SUMMARY

I noticed that when using Joplin 2.8.8 (electron app) on the secondary monitor, a | cursor is displayed, when moving the mouse on the primary monitor.

STEPS TO REPRODUCE
1.  Two screens
2.  Joplin on the secondary, with text, which can be selected
3.  Moved the cursor on the primary screen

I could not reproduce it, when I replaced Joplin with Kate 22.08.2.

Also, Joplin does not need to be focused to observe the bug.

I had changed the scalings to 200%/200% and it was still reproducible. After restarting Joplin I could not reproduce it anymore. So, not sure what triggered it. Nonetheless, could there be something wrong on kwin's side anyway?
