noticed that this happened on my other computer after latest updates on KDE Neon (OS: KDE neon User - 5.26 x86_64; Kernel: 5.15.0-52-generic) after update of "tzdata" package to veriosn 2022f-0ubuntu0.20.04.0. I guess the problem is there UPDATE: found that just changing language from English to different of English language (Bulgarian in my case) when focused on desktop (all apps minimised and none focused app) Viber started correctly in X11 without reversing layouts from settings.
