STEPS TO REPRODUCE
1.  use Inline Note or Pop-up Note to insert an annotation
2.  click the 'x' to close the note editing area
3.  press Up/Down or PageUp/PageDown

OBSERVED RESULT
can not go to another pages

EXPECTED RESULT
if I press up, then whatever I have clicked the document again, okular should go to the previous page

Can reproduce with those annotation types.
