SUMMARY
Under wayland, the /Skip pager/ kwin rule property is ignored.

STEPS TO REPRODUCE
0. Check Pager's /Show application icons on window outlines/
1. Create a new rule for konsole
2. Add the property /Virtual Desktops/ set to /All Desktops/
3. Add the property /Skip pager/ set to /Force/ and /Yes/
4. Click OK

OBSERVED RESULT
The konsole icon appears in all of the pager widget panes.

EXPECTED RESULT
The konsole icon should not appear in pager.  It should be ... skipped.  :)
