STEPS TO REPRODUCE
1. Right click on the desktop, select "Configure Desktop and Wallpaper"
2. In "Wallpaper type:" select either Slideshow or Image. Make sure a folder with pictures is in the Folders block for the slideshow
3. Hit OK or Apply

OBSERVED RESULT
For slideshow, the screen becomes a black background. Menus and panels are all intact, but there is no image background.

EXPECTED RESULT
One of the pictures selected from the pc's hard drive will become the background wallpaper.

After running a 2nd system update, the problem resolved itself and wallpaper images have returned. So the problem is resolved now.
