STEPS TO REPRODUCE
1. Open Tilix
2. Open new tab
3. Drag and drop the tab on desktop
4. Notice that nothing happens
5. Drag and drop the tab on another app
6. Notice that new window is created

OBSERVED RESULT
A new window cannot be created unless I drop the tab on running app

EXPECTED RESULT
A new window is created when i drop the tab on the desktop
