SUMMARY
***
After the install, most of the standard user directories such as Documents, Downloads, Music, Picture, Public, and Video are not created. The Desktop directory is the sole one visible, and ~/.config and ~/.local are also created.
***

STEPS TO REPRODUCE
1. Install Neon using the current ISO neon-user-20221023-0714
2. Reboot
3.

OBSERVED RESULT
The user has only a Desktop directory present.

EXPECTED RESULT
All standard user directories should be created

After seeing this on my PC, tested a new install using virt-manager, with identical results.
