When using Breeze global theme everything is running smoothly. Upon changing window decoration or application style to kvantum, all windows and mouse start to stutter or lag a bit. Animations look as if the framerate dropped.  This only occurs in Wayland. Everything in x11 is working fine.

STEPS TO REPRODUCE
1.Be in Wayland
2. Install global theme whitesur
3. Install and use kvantum 
4. Change global theme to whitesure or just change window decorations to whitesur

OBSERVED RESULT
Mouse pointer movement, animations and windows stutter or lag upon movement. Looks as if refresh rate was wrong or framepacing incorrect. 

EXPECTED RESULT
Movement lags or stutters

ADDITIONAL INFORMATION
I connected a second monitor with the same refresh rate (60hz) and everything was running fine on the monitor. Increased the refresh rate on the monitor to 120hz and ran even better. On main display (laptop) all motion was stuttery. Have not tried other aurorae themes. Everything seems to work normal when reverting to Breeze theme, but will come back even if I change just the window decoration.

-I tried changing compositor settings, animation speed and nothing worked.
-Tried changing scaling back to normal to see if that was the issue and it did not fix it. 
-I tried to replicate the bug in Fedora 36 KDE and it was not present there.

Please note that Plasma 5.25.5 is not supported for much longer by KDE; supported versions are 5.24, and 5.26 or newer.

If at all possible please upgrade to a supported version and verify that the bug is still happening there.

If you're unsure how to do this, contact your distributor about it.

I managed to install Fedora 37 to test out Plasma 5.26. The bug is still there. I think the problem is the Blur desktop effect, as disabling the Blur effect under Desktop effects greatly improved performance. It still lagged when maximizing, minimizing probably due to the window decoration having blur in the background.
