SUMMARY
Fedora 36 updated to the lastest KDE version.  When I click the APPLICATION MENU, SETTINGS is missing from the list.  If this is by design putting SETTINGS into SYSTEM TOOLS, why ever would SYSTEM SETTINGS not be in SYSTEM TOOLS?

STEPS TO REPRODUCE
1.  Update Fedora.
2.  Click the launcher to open Application Menu.
3.  Notice SETTINGS is missing.

OBSERVED RESULT
SETTINGS menu is missing.

EXPECTED RESULT
SETTINGS menu shown.

SOFTWARE/OS VERSIONS
Operating System: Fedora Linux 36
KDE Plasma Version: 5.25.5
KDE Frameworks Version: 5.99.0
Qt Version: 5.15.6
Kernel Version: 5.19.16-200.fc36.x86_64 (64-bit)

This is by design on the KDE side.

OK, but why not put SYSTEM SETTINGS within SYSTEM TOOLS?

No not for me.  It is gone.  I have to search for it to open it.

After a few Fedora updates, the menu is restored as it should be.  I have no idea what Fedora did to mess it up, but it is fixed now.
