SUMMARY
The KCM does not use the system time format for displaying times if using the 12-hour format.

STEPS TO REPRODUCE
1. Use the 12-hour time format
2. Turn on Night Color in the KCM

OBSERVED RESULT
The 24-hour time format is used instead of the system time format (for me, it's 12-hour)

EXPECTED RESULT
The KCM uses the system time format
