a temp window rule fix
What you're describing is in fact a bug; it's *supposed to* be in front by default. See Bug 312325. But I think the idea of having the "keep on top" window flag automatically set for it is actually a great idea. It would solve that problem automatically, and also improve usability by making the window not get lost so easily if you accidentally or on purpose move focus elsewhere. I think we should do it!
