STEPS TO REPRODUCE
1. Open System Settings, Region & Language KCM
2. Click on Modify for language
3. Move your second language to the top
4. Hit apply

OBSERVED RESULT
In some circumstances the page only shows a gray area, until you navigate to the KCM again.
