STEPS TO REPRODUCE
1. open Window Behavior KCM - 'Raise on hover, delayed by' is unchecked and the spinbox beside it is active
2. check 'Raise on hover, delayed by' and apply the change - the spinbox remains active
3. uncheck 'Raise on hover, delayed by' and apply the change - now the spinbox is greyed out
4. go to another KCM and go back to 'Window Behavior' - the spinbox is active again

EXPECTED RESULT
the spinbox should always be greyed out if 'Raise on hover, delayed by' is unchecked

kcms/options: fix setting AutoRaiseInterval spinbox enabled

If autoRaise checkbox is not checked, set the autoRaiseInterval disabled
as well.
