STEPS TO REPRODUCE
1. Open a third party app with a menubar (in my case it's Sublime text and Unity3D)
2. On sublime, change color scheme (settings > select color scheme) on Unity3D I don't remember.
3. All options on a global menu get greyed out.

OBSERVED RESULT
All options on a global menu get greyed out and become disabled.

EXPECTED RESULT
No option is greyed out and everything is enabled as usual.

Fixed in Plasma 5.27.

I tried it on plasma 5.27, same problem.
Are you talking about 5.27.1 which is to come out?

Thanks for the bug report. I'm sorry we weren't able to get to it before. 

I am able to reproduce the behavior, I just tested on Kubuntu 24.04
After installing Sublime Text, I followed the previous steps to reproduce.
To be clear, the main menus were not greyed out, but all submenus were greyed out except "Help - Remove License" and a couple of items under File. They didn't do anything when clicked (File - Print did not bring up the print dialog for instance)

Restarting Sublime, the menus were enabled again.
Notably, not all menus are working even after restarting. File - Print still doesn't bring up the print dialog. File - Save All does nothing.

Notably, Sublime Text doesn't show menus at all in the global menu in Plasma 6 / Wayland. 
Bringing up something that works correctly with it, like Kate, shows its menus
Starting Sublime, I still see Kate's menus. If I minimize everything else, and focus Sublime, the global menu is blank. Verified this behavior on Solus (with git-master) and KDE Neon.
