SUMMARY

Uppercase letters with caron (i.e. Ď, Ň, Ř, Š, Ť, Ž cannot be reached).
Further on ť and ď are missing.
German umlaut which is present on Czech typewriters (ä, ö, ü, Ä, Ö, Ü) does not work neither.

It works in Firefox (I typed the characters here but no other app I tried works i.e kwrite, Libreoffice)

I set the layout switcher shortcut to both Ctrl and switching policy to system wide.
Whenever I change the focus to another app the layout switches back to US.

STEPS TO REPRODUCE
1. Add Czech Layout in Keyboard Settings
2. Try all Variants
3. Try typing mentioned characters 

OBSERVED RESULT
Works in Firefox only, does not work in no other app

EXPECTED RESULT
The Keyboard settings should work in all applications the same way.
The keyboard layout should be independent on regional settings i.e. time format, currency ...

ADDITIONAL INFORMATION
I checked the "Possible Duplicates" below. Du to the fact that all of them are "RESOLVED" and the problem resides I guess I have another problem here.
There is a work around: Open some web page with an input box, type there and copy the text to the required application.
This is VERY ugly tough.

In Dutch we use the US keyboard with dead characters, which shows the same problem; the dead keys do nothing.
