SUMMARY
So far i have only observed this in wayland.
I have a system with two displays, and two inputs a wacom tablet and a mouse. The wacom is specifically told to use the first display via the "drawing tablet" menu in the settings.

STEPS TO REPRODUCE
Not exactly sure how reproduce. 
I personally use the drawing tablet on one display but it may also happen with other settings.

OBSERVED RESULT
you might get unclickable windows like me where it doesn't matter what input device you use, you wont be able to click on any other elements and may need to reboot.
You also get two cursors one for each display. should note that when moving both input devices its almost like they are fighting for dominance(both cursors flicker one at a time)

EXPECTED RESULT
there should only be one cursor and you should be able to click and interact with other windows

ADDITIONAL INFORMATION
I initially observed this on plasma 5.25 but i am using the unstable releases now in hopes that i get a possible patch earlier

I have the same problem (duplication of cursor and flickering) even using only one screen so I don't it matter the number of screen, instead i think is a general problem with wayland and drawing tablets.
