I'd like to be able to close Okular, shut my computer down, boot up again, open Okular, and be prompted to open all of the tabs that I closed when I closed the window before shutdown. I realize that there is already a recent documents functionality, but it is not nearly as convenient as a window restore functionality.

I'd like to implement this myself, but it will likely take me some time to learn whatever this is written in well enough to do so. I'm also not sure how to assign this to myself. If anyone could give me pointers on either of these two things, it would be much appreciated!

You can of course still work on this, just meant assignee on bugzilla terms.
