STEPS TO REPRODUCE
1. Right click anywhere on the desktop
2. Select "Add Widgets"

1. Right click a panel
2. Select "Enter Edit Mode"
3. Drag a widget off the panel or to another panel

OBSERVED RESULT
The panels temporarily disappear and the Widget Explorer sidebar never appears.

EXPECTED RESULT
The Widget Exlorer should appear.

or

The moved widget should appear on the desktop or destination panel. 

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Fedora 36 KDE Spin (RPM Version, but this also appeared on Kinoite)
(available in About System)
KDE Plasma Version: 5.25.5
KDE Frameworks Version: 5.98.0
Qt Version: 5.15.5

ADDITIONAL INFORMATION
To test a theory, I did a fresh install of Fedora 36 KDE and the widgets were working fine. After updating to the latest packages it stopped working.
