SUMMARY
Majority of application be quit using this shortcut but chromium doesn't follow it.
Is there a way to fix it ? 

It is same for brave also.

No, each app defines this shortcut itself. Chromium very intentionally does not set it, because they think it's annoying when you quit by accident (perhaps because you were trying to hit Ctrl+W instead, and the W is next to the Q on a US English keyboard). There's probably a hidden option in the app itself to enable the Ctrl+Q shortcut if you want it.
