I am able to confirm this bug on a 144hz monitor. I have a 3700x and 5700xt, and have been having this issue since using plasma (over a year ago), and am able to reproduce this on both x11 and wayland. Video attached. I have also been able to reproduce this in kinfocenter, however you cant "fix" the animations because there is no "appearance" tab. This is still relevant as of 6.0 RC1. This happens in Settings until going into Colors & Themes, and this happens to the overview effect. X11 or Wayland doesn't seem to matter.
