STEPS TO REPRODUCE
1. install Thunderbird mail client from flathub:
$flatpak install flathub org.mozilla.Thunderbird
2. open Thunderbird and configure your email account
3. when you receive a notification from bugzilla, click on the link to the bug report

OBSERVED RESULT
nothing happens

EXPECTED RESULT
bug report opens with default internet browser

If you run:

killall xdg-desktop-portal
/usr/libexec/xdg-desktop-portal
systemctl restart --user plasma-xdg-desktop-portal-kde.service

does it start working?

A few hours ago my Thunderbird was updated to version 102.3.0 and now I'm unable to reproduce. :)

The bug occurs if I open Thunderbird before opening my default browser.

1. make sure your default browser is closed
2. install Thunderbird mail client from flathub:
$flatpak install flathub org.mozilla.Thunderbird
3. open Thunderbird and configure your email account
4. when you receive a notification from bugzilla, click on the link to the bug report

OBSERVED RESULT
nothing happens

The commands from command 1 fixes the bug temporally.

Not related to flatpak. Can also reproduce with Thunderbird 102.3.0 from Arch Linux repos.

I can't reproduce this bug with Firefox, but it persists with all chromium-based browsers installed on my system: Vivaldi, Opera and
Ungoogled Chromium. I see these messages in the journal log after clicking on a link in Thunderbird:
