Funktion Open with, still not work

After reinstall Dolphin, I couldn't file-Types with programs to open. See Screenshot.

Make sure you have kde-cli-tools installed

How to do this? I'm only a user, and Kubuntu is very special, after last update, I missed dolphin. Then I found a new version and could install, but now some functions still not installed. Hmm...

Run "sudo apt install kde-cli-tools"

It says it's still the newest version installed. What is the next step?
