STEPS TO REPRODUCE
1. open Wndow Decorations KCM 
2. click on 'Get new window decorarions...' button
3. search for 'klassy' window decoration and install it
4. close 'Get new window decorations' window

OBSERVED RESULT
Klassy window decoration is not available for selection in Window Decorations KCM

EXPECTED RESULT
Klassy window decoration is available for selection

The author says in the description:

Meaning is is expected that it can not be installed. Maybe the author could set the ghns_excluded tag?

As discussed with leinir in DM, the only solution is to add the ghns_excluded tag. They has done so and now the entry is not listed in the KNS dialog anymore.
Having support for CMake installations is out of scope for the KWin Decorations.
