SUMMARY
THE CI job for 'kf5 tumbleweed mingw64' fails with an error message

STEPS TO REPRODUCE

OBSERVED RESULT
A required distribution package could not be installed

EXPECTED RESULT
The required distribution package should be installable

The issue has been fixed in the openSUSE Tumbleweed distribution.

The build  at https://invent.kde.org/office/alkimia/-/jobs/475997 now fails with

Problem: the to be installed wine-7.17-1.1.x86_64 requires 'wine-32bit = 7.17', but this requirement cannot be provided
  not installable providers: wine-32bit-7.17-1.1.x86_64[repo-oss]
                   wine-staging-32bit-7.17-1.1.x86_64[repo-oss]
 Solution 1: deinstallation of patterns-base-fips-20200505-38.1.x86_64
 Solution 2: do not install wine-7.17-1.1.x86_64
 Solution 3: break wine-7.17-1.1.x86_64 by ignoring some of its dependencies
Choose from above solutions by number or cancel [1/2/3/c/d/?] (c): c

tools/ci-install.sh: Fix issue by using development project for now

This commit can be reverted when the related request to fix the issue
in the distribution (https://build.opensuse.org/request/show/1003575) has
been accepted and the package has been rebuild.
