Thanks for your report!

I can not reporduce the problem. I simply created a black color clip, put it to the timeline and applied the effect on it and could see scrach lines. The are not very big, you may need to adjust the parameters to make them more intensive.
Could you please check again? If there is still no change, please give a more detailed description (eg. a step by step instruction) and maybe provide screenshots or screen records to illustrate the problem.

It is reproduce-able in 22.08.1. My project file and rendered mp4 is attached.
