Bug 457571

After following along with the Krita build steps for Windows in the documentation, CMake encounters a warning and an error in `download-ext_cideps.cmake` in which `file()` on `127` returns a generic TLS error. The file URL can be accessed manually in a browser as well as through other command line tools such as wget. Occurs both in Windows 10 and 11, and with or without firewall or proxies. Still unsure if it's something specific to my environment.

As well as this, there is a warning stating that timout is not supported when using DNS despite the CMake script not defining any timeout.

This problem can be circumvented by simply downloading and extracting the prebuilt dependencies yourself, but for the sake of the end user it may be worth it to triage this if it is reproducible.
