STEPS TO REPRODUCE
1.  Turn on Open new files in tabs, on Okular 
2.  Open multiple pdf files from Windows Explorer
3.  Okular open multiple windows instead of tabs.

OBSERVED RESULT
Okular open multiple windows

EXPECTED RESULT
Okular open multiple tabs

Windows 11, I have tried also Okular dev branch but results with the same bugs too.
