STEPS TO REPRODUCE
1. Go to settings > Appearance
2. Click on get new themes
3. Unknown Open Collaboration Service API error. (0) popup comes up

This is fixed in Frameworks 5.97.

We'll it was not working this afternoon. To confirm that the issue was not on my end only, I contacted two of my friends and they reported the same issue. 

Moreover I have the latest version of plasma and frameworks installed.

So most probably this was a server issue from your side.

Frameworks 5.97 hasn't been released yet. :) It's coming out in 11 days.
