Summary:	Since version 5.25 there's no scroll bar in systemsettings > workspace behavior > desktop effects.Now I detected in the last days that even the scroll bar in sidebar of systemsettings is missing.

STEPS TO REPRODUCE
1. Open Systemsettings
2. Go to Workspace Behavior
3. Then go to Workspace Effects

OBSERVED RESULT
1.Try to scroll down the list of effects
2.It is not possible to scroll
3.There is no detectable scrolling bar 


EXPECTED RESULT
1.There should again be a scrolling bar to scroll down the list of effects as it was in former versions prior to 5.25

ADDITIONAL INFORMATION

In all versions prior to 5.25 I could scroll down the list of effects.Without it I must use the wheel of my mouse to scroll,but this is not so accurate and fast like the scrolling bar.I detected this bug when 5.25.0 came out and I hoped it could be fixed soon.But after several updates the bug remained.Hope you can quickly fix it.

I confirm there's no scroll bar in the Desktop effects page, but it is possible to scroll up/down with the mouse wheel.

The history of missing scroll bars has no end.I just discovered in Discover > Updates section that here there is also no scroll bar to scroll up and down the list of updates.Because it's about Discover,I don't know if I must make a new bug report here in bugs.kde.org.

It's the same Qt bug which has already been fixed in Qt, backported to our patch collection, and distros have been notified to update their patch collection to include it.
