Do other network services work? For example can you download new themes in System Settings > Global Themes > Get new Global Themes? If not, I would suspect it is a deeper issue like the one you pointed to, yeah. Is it possible that it's not using NetworkManager? It's what PackageKit uses to check for connectivity.
