SUMMARY
Touching and dragging apps in the "all applications" list starts drag-and-drop mode (X11) or does nothing (Wayland). Scrolling only works when the touch starts on something that isn't an app (e.g. the letter 'C' in the "all applications" list).


STEPS TO REPRODUCE
1. Open Kickoff
2. Open "all applications" or another category with enough applications to scroll
3. Attempt to scroll with a touchscreen (where the touch gesture starts in an application button's box)
4. Attempt to scroll with a touchscreen (where the touch gesture starts on a letter (e.g. 'A') in the list).

OBSERVED RESULT
The application list only scrolls when the gesture starts on a letter/category name.

EXPECTED RESULT
The view should scroll.
