Widgets shifting upward on login.

SUMMARY

Almost all widgets move their positions slightly (upwards) after logout+login or rebooting. This makes it impossible to align widgets in a desired manner and can cause adjacent widgets to overlap each other. As you can see in the attached screenshots, all three widgets moved upward after logging back in. With other arrangements of widgets I had previously, only some of them moved upward, which caused two widgets to overlap each other.

This happens consistently.

STEPS TO REPRODUCE
1. Place a widget.
2. Log out and back in, or reboot the computer.

OBSERVED RESULT
The are momentarily in their correct positions, and after about 1 second they move upward.

EXPECTED RESULT
They stay in the same position that they were placed.
