Turns out that moving colemak-dh to the top of the layouts list made the compose key work. >*This occurs on both Wayland and X11 Plasma sessions, so maybe the problem lies somewhere upstream.*
Sorry for the delay. You're absolutely right, on X11 we don't handle compose keys directly, the X server takes care of this.
The relevant upstream is xkbcommon
