"stop charging at" keeps resetting itself back to 100%

STEPS TO REPRODUCE
1. set stop charging at to anything you want,
2. reboot
3. 

OBSERVED RESULT
setting is back at 100%

EXPECTED RESULT
setting should remain where set before restart

Windows: 
macOS: 
Linux/KDE Plasma:fedora 36 kde 5.24.5
(available in About System)
KDE Plasma Version: 5.24.5

ADDITIONAL INFORMATION
this happens on both of my laptops since last major update.

Are both of your laptops made by ASUS? If so, this is a duplicate of Bug 450551, which is caused by a kernel issue.
