STEPS TO REPRODUCE
1. open Cursors KCM
2. click on 'Get new cursors...' button
3. search for 'oreo cursors'
4. hover over 'oreo cursors' and click on 'Install...' button
5. hover over the list of variants of oreo cursors theme and try to scroll with the touchpad - I scroll with two fingers

OBSERVED RESULT
I can't scroll in the last step

EXPECTED RESULT
we are able to scroll in the last step

On Arch Linux running Plasma 5.26.2 and frameworks 5.99 I can't scroll with mouse wheel too.
