SUMMARY

I have clips on my timeline sliced up so that some parts are faster than others. I needed to change a lift effect parameter across this entire clip, so the easiest way to do this was to delete the lift effect instances on the clips in the timeline then apply the lift effect to the clip in the project bin with the correct parameter. I found that after doing this, only the parts of the clip on the timeline with modified playback speeds had the lift effect applied.

STEPS TO REPRODUCE
1. Slice up a clip on the timeline into three sections: 100% speed, 200% speed, 100% speed
2. Apply the lift/gamma/gain effect to the clip in the project bin (with modified parameters, of course, so you can see the difference)

OBSERVED RESULT

Only the 200% speed part of the clip on the timeline has the lift/gamma/gain effect applied to it.

EXPECTED RESULT

All three parts of the clip should have the lift/gamma/gain effect applied to them.

Thank you for reporting. I can confirm this issue following your steps. 

The clip effect is only applied to the timeline clips which speeds is not 100%.

Cannot reproduce anymore in 25.04.x version
