Also experiencing this issue in Fedora KDE Spin. I've also attempted to use an xrandr script to accomplish this, placing the script in /usr/share/sddm/scripts/Xsetup and specifying the location of the Xsetup script to be ran in /etc/sddm.conf as well as /etc/sddm.conf.d/$CUSTOM.conf with no change in rotation for either screen for SDDM.
