STEPS TO REPRODUCE
1. reduce animation speed in General Behavior KCM
2. open kickoff launcher or click on applets in the system tray
3. 

OBSERVED RESULT
kickoff and applets in the system tray are activated without any animation

EXPECTED RESULT
kickoff and applets in the system tray should be animated on opening, like as they were until a few weeks ago

Cannot reproduce; works for me in today's git master.

For some reason 'Sliding pop-ups' effect was disabled in Desktop Effects KCM.
